They could be either, but there's obviously a reason they don't get respect. Firefighters get respect because they do their job and they do it correctly. and they actually serve citizens, EMTs, they get respect for a reason.

Being a cop is pretty much just the job of enforcing the laws whole bunch of crazy shit doesn't happen so my reality they're doing their jobs but the people like the cop who killed George Floyd the bad cops is two types of cops in my opinion
