I mean if you set the ground rules first like if you saying if I'm buying you a phone if I'm paying the bill I'm gonna be looking through your phone if you say that then that's an agreement but after the fact

No, that's not fair because you're deliberately holding power over their head and you should be doing it, you know, as a liberty just to be helpful but you shouldn't expect to gain anything from it.

I mean if you've got to the point where you don't trust them on their own phone like you should probably leave the relationship or have second thoughts because In a healthy relationship you wouldn't care. You wouldn't care what they're doing on their phone.
