honestly I would have never expected it to be free like I think one thing you have to remember is that this is installed at a public place so it probably makes a little bit more sense for them to put a price on their electricity as opposed to just making it free

Yes, many of us do and even Tesla knows this. That's why they have the Tesla ecosystem where you can get solar panels and a battery and a car and you do all of them and then you're not using electricity from the power plants. This is why everyone should go solar but big problems don't, things don't change overnight so you've got to go incrementally.
