Welcome back to Reality Check. There's been no comments, so I'm going to go ahead with the answer. It is a myth. Although most common law crimes require intent, strict liability crimes do not have a mental requirement. Telling a police officer you did not intend to be speeding when you were stopped on the highway does not help you avoid a ticket. So yeah, it's a myth. See you next time on Reality Check.
