If anyone says that OVA is such a petty answer, that's just stupid because obviously it has to take time to release the game because if not, then it's going to release the game dead early, everyone will be hyped for it, it comes out early and everyone will just be disappointed. Meanwhile, if you just give it years to be made, then obviously it's going to be like probably the best game you're ever going to play. That's why it wins game of the year nearly every year.
