So we can ask it this way, if God doesn't exist, could there be moral facts? Could there be something that we could consider morally wrong? And if we answer yes it's wrong, well then God clearly isn't required for moral facts to obtain. If you want to say that in that world moral facts couldn't obtain so there's nothing wrong, then there's nothing about the suffering of the child that actually matters in your moral theory.
