I'm not trying to sound like I know anything, but hot is faster because hotter particles move faster versus cold particles which move slower because when you freeze something, all those particles get frozen too so they slow down because you cool it. As you warm something up to, let's say, gas, the particles in that gas move faster and more freely, Therefore, we can call it NASA.
OK so like scientifically hot radiation travels faster and kinetic energy know that but cool travels faster to the heat to cover it up and let it like be cold so if there was a fire and I put cold water on it it would go out so I don't really know to be honest
