So the verse in question does not avert that the previous scriptures are still intact. And it's more so a hypotheticalized scenario for the Prophet, which Allah is not expecting him to go to the previous scriptures. This is only if something extreme were to happen, and let's say the Prophet didn't have access to Allah anymore, and Allah just became completely unavailable. That would be his second best alternative.
Something else to bear in mind also is that it's not saying to go to these previous scriptures, it's saying go to the people, فَسَا الَّذِينَ يَقْرَأُونَ الْكِتَابِ الَّذِينَ is the اسم موصول, meaning those, right, those people who are familiar with the scripture, go ask them. That make sense?
And what's quite fascinating about this verse is that, in a sense, it is bridging that gap between the people who are carrying this previous scripture and the revelation here. Because it's assuring that this prophecy about the prophet being given a revelation, him being the final prophet, is with these people. And it's trying to tell him, don't ever think that these people didn't know you were coming.
