Hypocrite. It's less shameful and easier for them to say they have not seen evidence than to say they have evidence, but can't do anything to stop the crime. At least saying they didn't see anything makes them feel in control of the situation.

I saw the rest of the video. I see evidence of these atrocities and war crimes everyday, but the hypocrite in the first part of the video says he didn't see anything.
